Summary

King County's Hazardous Waste Management Program within in the Department of Natural Resources and Parks (DNRP), Water and Land Resources Division (WLRD) is currently seeking highly qualified candidates for the position of Communications Specialist III.  The Water and Land Resources Division (WLRD) is one of the partners to the Hazardous Waste Management Program (Hazardous Waste) of Seattle & King County.  WLRD hosts this position on behalf of the Hazardous Waste Program.  WLRD safeguards King County's water and land resources by providing services that protect public health and safety and yield significant environmental benefits.  WLRD provides flood control services, storm water management, and other natural resources management services throughout the county.  WLRD's mission is to protect, restore, and manager King  County's water and land resources using the best available science, innovation, and collaborating with our partners and the community.   www.kingcounty.gov/depts/dnrp/wlr.aspx

Hazardous Waste is one of the leading local government hazardous waste and toxic reduction programs in the United States.  Its yearly budget is about $20M with 70 staff across four host agencies.  The Program provides high quality services to residents and businesses including hazardous waste collection, technical help to businesses, education on safer products, and policy development.  For more information LHWMP, please visit our website at www.hazwastehelp.org

In this role, you'll work full-time for the King County Water and Land Resources Division as a Communications Specialist III for the Hazardous Waste Management Program (Haz Waste Program). This position sits with the Program's Communications Team, and works under the direction of the Communications Manager and the Marketing and Communications Lead. The Communications Specialist III will provide marketing, outreach, promotions, social media, community engagement, and public relations planning and support to advance the Program's mission and goals around racial equity. The Communications Specialist III will be responsible for leading communications projects, coordinating the work of project teams, and providing strategic counsel to teams throughout the Program.

WORK SCHEDULE: This is an hourly position that is governed by the provisions of the Fair Labor Standards Act and is not overtime pay eligible.  Evening and weekend work may occasionally be required.

Job Duties

  • Develop and deliver strategic communications for internal and external audiences.
  • Develop and implement communications plans for projects, programs, initiatives, and events.
  • Work with the Communications Team, consultants, and independently to develop and deliver on complex, multi-phase projects.
  • Write, edit, and proofread content for the Haz Waste Program's internal and external communications channels.  Examples include website and social media content, promotion and educational materials, photos, videos, flyers, and press releases.
  • Create and uphold policies and standards that ensure Program communications are relevant, accessible, equitable, and appropriate for the people that we serve.
  • Embed equity and social justice into the Communication's Team's operations and services.
  • Develop strategies and tactics to engage people of color, immigrants, refugees, and low-income residents about Haz Waste Program services and how to reduce their exposure to hazardous materials.
  • Work with program areas and project teams to integrate racial equity practices into public engagement initiatives, planning, and project development.
  • Coordinate media interviews and follow-up; coach subject matter experts on how to effectively coordinate with media.
  • Collaborate with teams of consultants to plan and execute project work.  Monitor the consultants' scope, budget, and deliverables.
  • Develop presentations and speak publicly to stakeholders inside and outside of the organization.
  • Contribute to strategic planning for the Communications Team, other project teams, and the Program.
  • Develop the Program's social media strategy, oversee content, and measure the success of social media campaigns.
  • Develop strategies and tactics to maintain a favorable public image for the Program.
  • Establish and maintain positive working relationships, even in times of stress and conflict, with colleagues, partners, customers, and media.
  • Identify communications needs an provide counsel to internal customers.

Experience, Qualifications, Knowledge, Skills

Candidates with the following qualifications will be successful in this position:

  • A bachelor's degree, preferably in a communications related field, or equivalent combination of training and work experience.
  • At least three years of progressive experience in communications, journalism, marketing, public relations, or another related field.
  • Success in developing and implementing communications plans for small and large-scale projects.
  • Excellent oral and written communications skills.
  • Experience working with various social media platforms and developing a social media strategy.
  • Strong interpersonal skills, with the ability to work effectively with leadership and multi-disciplinary project teams.
  • Experience working with and providing communications to racially diverse communities.
  • Proven ability to work independently and in team environments.
  • Skills in setting priorities, organizing work, and meeting deadlines.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
While not required, the most competitive applicants will have the following qualifications:
  • Proficiency in one of King County's top tier languages which include: Spanish, Vietnamese, Russian, Somali, Chinese, Korean, Ukrainian, Amharic, Punjabi, Tagalog, Cambodian, Laotian, Japanese, Hindi, Arabic, Farsi, Tigrinya, Oromo, French or Samoan.
  • Strong project management skills, with the ability to manage multiple projects and work teams.
  • Highly developed skills in writing, editing, proofing content for multiple audiences and channels.
  • Experience building long-term partnerships with people of color, people with low incomes, immigrants, refugees, and limited English proficiency communities.
  • Experience with media relations, including direct experience with coordinating media interviews and coaching matter experts to effectively communicate with the media.
